Repeat R1-4 as many times as needed, for the sample size I made 3 repetitions in total plus one extra row of dc.
For the second strap, attach yarn to the 44th st after the first strap and repeat the same steps as for the other strap.
Back panel:
Repeat the same steps as for the first panel but only make 5 rows of dc.
Here's where the panel splits for the heart.
First half:
R1: ch 2, dc in next 50 sts, dc2tog, turn
R2: ch 2, sk first st, dc in each st across the row, turn
R3: ch 2, dc in each st till you have 2 sts left, dc2tog, turn
Repeat R2-3 till you reach the number of rows as for the first panel minus 2 rows, cut yarn off and weave in the ends. Place a stitch marker in the last stitch you made; you'll be attaching yarn in this stitch to finish the heart.
Heart point:
Ch 3
R1: 2 dc in first ch, turn
R2: ch 2, 2 dc in each st, cut yarn off and weave in the ends.
Second half of heart:
Go back to the fifth dc row, skip one st and attach yarn to the next st.
R1: ch 2, dc in next and in each st across the row, turn
R2: ch 2, dc in each st till you have 2 sts left, dc2tog, turn
Repeat R1-2, you should end up with as many rows as you did for the first half of the heart.
Attach yarn to the stitch you placed a stitch marker in and ch 2, dc in each st of the first half of the heart, ch 8, (attaching the heart point) 2 dc in first st of the heart point, dc in next 2 sts, 2 dc in last st of the heart point, ch 8, dc in first and in each st of the second half of the heart, turn
Last row:
Ch 2, dc in each st till you reach the ch 8, dc in next 4 chs, sk 1, dc in next 3 chs, dc in next 6 sts, dc in next 3 chs, sk 1, dc in next 4 chs, dc in each st till the end of the row, cut yarn off and weave in the ends.
Repeat the same steps for the straps you did for the front panel.
Sew the straps and the panels together.
Edging of the heart (with a 3 mm hook):
Note: every vertical dc counts as two stitches
Attach yarn to the right dc at the bottom of the heart, sc in same st, sk next dc and sc in each st across the left side of the heart, sk first 2 chs, sc in each st till the heart point, (sc, ch 2, sc) in the point, sc in next 6 sts, sk 2, sc in each st across the right side of the heart, sl.st into first sc, cut yarn off and weave in the ends.
Neckline edging:
Lay the dress with the right side facing up and attach yarn to the st closest to the strap ( attach yarn to the back of the project).

Repeat the same steps for both armholes.
